Telegrams arc to hand from China reporting that fifteen thousand Chinese troops crossed the frontier into Tonquin, and that an outbreak of hostilities with the French forces may be expected shortly. The Intelligence has not yet been confirmed. (Received Sept 5, 2.15 p.m.) PARIS, Sept 4. In consequence of latest news received regarding the movements of Chinese troops the French Government have decided that a large reinforcement shall be dispatched without delay to Tonquin.
