The Temps in its issue to-day publishes a telegram from a correspondent in Tonquin, announcing that the King of Annam has submitted to the .French force, and offered the services of his troops in the event of further military operations in Tonquin being necessary. The King has also accepted the terms offered by the French Commission which-proceeded to Hue to negotiate for the cessation of hostilities, and agreed to pay the war indemnity demanded. The French troops are meanwhile holding the forts which they recently captured, and which command the city as security for payment. The provisions of l the compact arrived at also recognise the French claim to a protectorate over the country and confirm the same. Much ill-feeling has of late been manifested between the -natives of Be-ancon, a town in the east of the country and the Italian workmen resident there, and the discord culminated to-day in a riot in which a large number; of workmen took part. The disturbance however was suppressed by the police. _ - ■■ -■ AUSTRALIAN. [r'euter— copyright.] , , (Received August; 29, 0.50 a.m.) . .V-q MELBOURNE, August 28.
