BOROUGH COUNCIL.
] The., -ordinary monthly meeting was held ;on Monday .evening. Present : His Worship the Mayor and Orb Mahony, Gibson,- Diiop, Taplin, Aitcbison, and Barton. [CORRESPONDENCE, Letters were read— ; From Mr 0. Dale re (limn pipes. From Education Board, New Plymouth, re exemption of school lands and buildings from ‘rates—The clerk said that no proper objection had been lodged. Prom thbf Town Clerk,jWairaate, asking the co-operation pf the Council towards obtaining possession... of lands within Borough boundaries as endowment. It was resolved to acquiqsejin the request. From.Mr G. Boyd, Auckland, enclosing price list of drain pipes. From Mr 0, A. eWray complaining of drainage works commenced by the Conn? cib on his property. i ! \ !Frora the Patea County Council enclosing £1 refund amount of conditional license. > Pr,om Mr R. Ward, R.M., Wanganui, enclosing voucher for £9 7s 6d, claim 1 for expenses re election -of native assessor to serve as member of the licensing cpramitlee. It was resolved that ,the ; letter be acknowledged, and -no further action taken. From Mr L. S. Barraclough, applying for a remission of £lO, part of fee paid for a slaughter-house license within the Borough. - The Council declined to accede to the request. / captain :wbay’s drain.
Captain Wray’s letter pointed out that the drain through his' property was a private one, afid the use the Council were making of it was likely to cause a great nuisance to him.
The Mayor said that since receiving the letter instructions had been given to the engineer to proceed ori the property, and fix the direction and lines of the drain. To avoid going on Mr Wray’s property the drain would have IcT pass through the section of K. Whelan.
Cr Taplin moved that the matter of the drainage through Captain Wray’s property he left to . the Works Committee, in conjunction with the engineer to decide,
Cr Mahony seconded. Cr Gibson said that drainage matters should be left’ to the Council. ; It should
'-be made ■ a public dram, and should-be part of the drainage scheme and shown on the drainage map. The Engineer here produced an un-: finished plan and Councillors went deeply into the study of it, and of an impromptu sketch made by his Worship.
Several amendments were handed in and withdrawn, further consideration being deferred till tbe Engineer’s report came on. .Ultimately., tbq . r ... folio wing,, resolution, moved by Or Taplin, was carried—“ That the matter ; of ? 1 drainage through Mr Wray’s property .be left for the working, committee in connection/with the engineer to decide.”
.THE LOAN. - i Telegrams were read from the secretary to the .sinking fund Commissioners/and from Major Atkinson,, The latter, ran as , follows ;—■“ After' consideration of matter would recommend Council to create,deben- : tures_ for ten thousand pounds upon security approved by burgesses, to appoint agents to raise the loan and to direct them, t pending the raising, to raise five thousand i pounds by way pf , hypothecation or mortgage. I can obtain for tbe Council ?an advance of five thousand pounds upon the security of the clebentures for ten thousand for two years certain, at sis per ‘cent., with option to the' Council to pay : off at any 'time after ; that date, that may ;be convenient.Would recommend Counicil acting upon Mr Fitzberbert’s opinion jin the matter. — H. A. Atkinson.” The Mayor said that the Loan had been -forwarded, and was now placed to the credit of the Borough. 5 - Cr Adams : Can we raise the other f£sooo if opportunity offers, or is thjs whole £IO,OOO given as security for ;£sooo. : . / \ The Mayor We Have pledged £IO,OOO for two years, when we can raise the whole and pay it off. works committee’s report. I The Committee reported ■ - that the Engineer had been instructed not to ‘employ day labour in connection with his department, except such as may .be clearly indispensible during the present month, and afterwards only field labour as may be deemed absolutely necessary ; that £5 16s had been incurred for day labour by the Committee, and that the contract for cart-; ing gravel had expired, and recommend-, ing tenders for a fresh one. Adopted.. , INSPECTOR. OF NUISANCES. - - * The Inspector reported that he had inspected the Borough, and that, with few exceptions, there was no cause for complaint. Mr Wood requested him to draw attention to the state of his property. The Dog Tax collected to date amounted to £ll. The report was* received. engineer’s report. • ‘ 1. The contractor for Bedford street has, in compliance with my instructions, put on more labour, and considerable progress has been made during the past: fortnight; Ten days more fine weather will; enable him to complete the formation -Jmm-lhe Bridge to Kent street. ■ 3, That portion of the drainage scheme' recommended in ray 'last report I urge to be carried out at once, as also the drain pipe between Victoria street and the lake. ; 4. In compliance with the instructions of the Council at last meeting to reply to a resolution passed last September, I,take jthe liberty of attaching copies of my appointment and the resolution referred to ; also statement made, July 24thJn Conncil, ; previous to commenting: thereon! It will' be, I think, apparent to the Council that ho professional man would accept a similar appointment for one year only, and ; I accepted the appointment believing it would be permanent as long as I gave [satisfaction. After ray arrival in Patea I heard the matter debated upon, in consequence of which I wrote (clause appended)! in ray. report for August which raised ,the question. in Council, and it was unanimously remarked then that the Engineer would be required for at least three years or until the works then being sanctioned by the Council were carried out. With regard to the other*, part of your resolution relating ' toPprivate work, it is scarcely necessary to make any remark, as jybu have I might .say! almost hay entire *tirae. Had the Council not expressed itself so plainly on several. occasions on the matter of the Engineer’s appointment, I certainly shouhLnotibave! brought my family to Patea.V Ahdi;l Would remind you that the wording of the appointment does not say a temporary engagement as is always contained in ah appointment under Goyernraeht. Bbere, Borough Engineer.‘ : t ; At; the suggestion of the Mayor the clauses relating to borough works were taken by themselves. Clause: I.—The following, amendment proposed by Cr Bartop, seconded by Cr Gibson was adopted : That the contractor be informed that unless the Bedford-street Contract is completed within three weeks, the"dburicil will insist upon all penalties to which the Contractot is now or may hereafter become liable. Clause 2. —Cr Adams moved, Cr Taplin seconded, that the first part, referring to formation, be struck out. As an amendment, Cr Mahony moved, Cr Gibson seconded the adoption of the clause. The amendment was carried on a division by 7 to 1. Clause 3.—On the motion of the Mayor, seconded by Cr: Taplin; the clause was not adopted at present. : • : Clause 4.-—Moved by the Mayor, seconded by Cr Gibson 5 and carried—bThat that portion of the engineer’s report, bearing on his appointment as engineer to the Council be considered at the first special meeting.’’ ACCOUNTS.
