News has been received here of a serious affray at Ibo Island, one of-the Qnciimba group off Mozambique Coast, between the natives and French labour agents. The former-forcibly resisted an attempt to ship a cargo of labourers to the neighbouring French colonies, and firearms were used on both sides, many being killed and wounded,. [special TO PRESS ASSOCIATION'.] LONDON, Feb 14. It is reported that Brady and Kelly, two of the men arrested, were the actual assassins of Mr Burke and Lord. Frederick Cavandish. In consequence of (he intense excitement caused by the arrest of the prisoners the guard has been increased, and 700 constables have been enrolled to preserve order. In the Queen’s speech on opening Parliament Bills are promised to render the ballot permanent. Bills to deal with the. Welsh and Scotch Universities are .not promised, but will be introduced on Thursday. The Parnellitcs intend to bring in numerous measures for largo reforms in Ireland, and will move an amendment on the reply to the Address, denouncing the iryannical exercise of the powers ’ given for the suppression of crime in Ireland, and the failure of all remedial measures attempted by the Government. ■ H.M.S. Iris lias been floated off, Sir Arthur Gordon will probably be appointed Governor of Ceylon.. The Committee of the Chamber of Deputies has rejected the proposed compromise, on the Dynastic Bill, and advises the chamber to insist on expulsion. Paris merchants have requested President Gievy to adopt measures to terminate the existing crisis.
