The salary or allowance attached to any office or place at the disposal of the Board to which any new appointment is about to be made, shall in all cases be fixed before making such appointment 50. No member of the Board shall be received as surety for any officer appointed by the Board, or for any work to be done by the Board 51. All plans and specifications for any public work shall be laid before the Board, or some committee by order of the Board, at least six days prior to the Paine being considered and ordered upon 52. The office hours daring which the Board’s office shall be kept open for the transaction of business shall be from 10 a.m. to 1 p.m. and 2 p.m to 4 p.m. 53.
