Captain Wray as West Coast Land Commissioner is entrusted with the administration of lands sold on deferred payment system, and I would ask him through your columns, if it is fair for settlers of largo means to bo allowed to withold (heir instalments, thereby causing a largo community to flounder through mud knoe-dcop, when those instalments should bo expended on the roads. If the selectors were in poverty, it would bo an excuse, but in instances of wealth it surely is greasing the fat beast. —I am, &c.,
