Regarding local Government, they only, wished* to make the machinery more workable and provide funds, . The mere distribution of the Joan was not a question of policy. Before Friday he would state the order in which the Government intended to bring dowri their*measures. Mr Montgomery regarded the statements made by Major Atkinson as* unsatisfactory, anti said there was a wellorganised Opposition. > Sir George-Grey moved, as an amendment on Supply, That the pre-emptive right book of Canterbury be printed and laid on the table. Mr M. W. ; Green spoke at length, expressing disappointment at the policy and attitude of the Gbverhment. Mr Srifton said six,weeks had been spent and they yet had nothing definite as to the Government* policy before them. He was very much disappointed with what had been put forth as to dealing with local finance.' j ' Mr Pyke agreed with Mr Sutton, and urged a progressive land tax instead of the property tax. He was in favor .of,* loan, Mr Sheehan, also thought a loan necessary. Major; Atkinson said the Government; would riot accept Sir George GrbyV amendment. It meant printing a cartload of books, arid there was nothing to justify the expense. He defended the property tax.
