Mr W. H. Smith, at the laying of the foundation stone of a Town Hall for Westminster, made the following sensible remarks : —“ England had been built up to what it was by reason of its power of self-government. He believed all present would share with him his belief that the basis of prosperity, happiness, and liberty of the people was local self-government, which grew up in the distant past, and continued during recent times, and which ho trusted, they would hand down to those who followed them unimpaired. If there was anything that Englishmen ought to be afraid of and avoid as worse than a pest it was the fulfilment of the desire they occasionally heard expressed that they might be permitted to live at home quietly, paying rates and taxes, and looking to Government officials to manage everything. Nothing could be more dangerous to the State, to their liberties and their institutions,”
