Patea Borough Council.
The monthly meeting of this Council was held on Monday evening. Present, the Mayor (in the chair), Councillors Taplin, Milroy, Aitchison, Adams, Gibson, Howitt, Black, Dixon, and Mahony. Street or Right of Way. Mr Barton applied, on behalf of Mr R. Read, for the Council’s approval to a right of way to his two sections on the river bank, north side of hospital, in order that the sections may bo registered under the Land Transfer Act. Discussion ensued, the Councillors differing ns to the policy of formally approving n right of way to these sections instead of declaring a public street of the width required by the s Act/ It was stated that the present private roadway is only half a chain wide, and to make it the width required by the Act a stip of frontage would have to be purchased or acquired. A second application was received through Mr Barton, referring to another section along the same line. The Council,'diyicled, 3 being for grauling the right of way and 6 against. The Mayor, being interested, did not vote. The applications were not .granted. ■ - Removing Building. Mr W. Bale, junr., applied for leave to remove a dwelling house on wheels, offering to make good any damage to sti eels caused by the operation. Leave was granted. Bye-Law Questions. Mr Goodacre applied for leave to erect a hitching post, and leave to burn leather scraps in the open behind his shop. • Leave .gi-anted for the first, subject to" Engineer’s ‘Aptirdval, blit refused for the second, the latter being considered a nuisance, - Building Regulations. Mesap and; M?Le.nn applic3 : for leave ’to erect scaffolding for building new bank,(Australasia); , , -i ; Messrs Mace and Bassett applied for same foi 'buildingmlub-house in Leicester street. Both applications were granted. iJAjqtointingfßorough Solicitor; - Mr. Barton applied for the' office of solicitor.to the Borough Council, the same being vacant. After much conversation, and ! several motions,; the Council resolved; to invite applications for the office, each applicant to submit scale of charges. New Bye-Laws. : The, Bye-Laws Committee report cd that bye laws-Tor pounds, carriages, expresses, buildings for publici meetings, firearms, pedlars and hawkers, and slaughterhouses, have been revised and are ready for publishing ■; also amendment to clause 103, - Resolved -that bye-laws he published in the Mail. ; -o---Nuisances and Dogs. Mr Jacomb. reported ; —Fifteen;! nuisances have been abated during the month. There have been! many instances: which required immediate attention, and on my requesting the owners or agents to remedy each nuisance, found thorn willing to rectify :.at:-.i»nce-;jtherefore -in my report J deemed it unnecessary,.;to particularise names or sections unless I meet witii a refusal to comply with the bye-iaws, or when I am in search of information how to act regarding certain properl ids. 5 -From sections 2 arid 3, block 22, I have had the pigs: removed. The drainage from this section runs ,'into the main street, and would you infonp me; what steps to take in this, mutter, being-.no borough drainage There .are other\pfpperties;in the, town the drainage .from which runs into the streets. / ;■* .• ■ !; DOG Tax.— l have collected £8 since my last report, .and JmygJmnded to the police a list of names of persons who have registered,:,and/ the ipolice intend proceeding against.defaulters without ale*, lay. - The Clerk stated that 65 dogs have been registered. Councillor: Milroy ; ; They seem to She decreasing in the town. / r . i Mayor ; .One person:; who knows, the state of affairs says he would like to take. the balance of dogs at £6O. The report was then adopted. Works Report; The Works Committee reported the following expenditure during the month ; —l33|yds gravel to complete Egmont street J to" north of borough boundary ; 128 yds deposited in York sheet, now nearly half completed ; 6yds grave! supplied'from Heads for repair ,of Egmont street arid footpaths.'. Labor, 63 days 1 hour in 'finding’'arid 1 spreading ■ gravel ; 10 days 9 hours labor rounding up gravel in Egmont street ; 15 days labor clearing drains, water tables, and repairing roadways ; 10 hours labor, sweeping-. and /repairings bridges... Tenders were called for the removal of land and clay from corner of York;and Bedford streets ; and. that of Mr J: k’Menamih*for £7 Is was accepted, and is now partly completed. Committee reepramend a 12 ; inch .box culvert-; to be put" Sown at junction of Hadfield street and Egmont street, also water-tables cleaned out and that a small supply of totara hard wood planks be procured for repairs to the Patea bridge. Engineer’s Report. Mr Beere reported as follows :—“ Very little- work "has been done under my superintendence.: during the .month, A small contract was let for removal of sand
from corner of York and Bedford (streets, which is now about half finished. To enable me to lay mj T report on proposed improvements before yon this evening, I have been obliged to employ more hands during the month than will in future be necessary. 1 have therefore dispensed with all but one, whom I can keep fully employed for some-time, as the levels of Lincoln and other streets have to betaken.
