PATEA LOAN.

Plan of Proposed Works.

At the Borough Council meeting this evening, a new map and plans of the town will be submitted, showing the proposed permanent levels of streets, with the amount of work required to give the desired easy grades for carrying out the works already scheduled to be executed out of the loan of £5,000.' The Engineer has been engaged since February in surveying the borough, putting in block pegs at the junction of streets, and taking levels from these, pegs with the object of fixing: the best permanent grades, having regard to the side streets and the amount of, cutting or filling Which would be entailed; by fixing a particular level as a.per-; manency. If permanent levels had been, surveyed and fixed by the old Town: Board, the new Council could have got to, work much earlier in canying out the loan scheme. , A new Engineer conies to the place, and/finding little/or /nothing to; guide him in fixing permanent levels,, he; has had to begin de novo as if,nothing had' been done before. ; : i

One condition of : fixing the levels hasj been, the securing of a suitable fall, for. sewerage. The drainage part of the! scheme will in fact require nearly half the} amount of the proposed loan. A fall can. be obtained from the north end of the; ; borough along the main'street, and thhnce; in* a, .direct ]in©, to the cli£B- ..This would* drain storm-water and sewage from tlm greater portion of the town, and would; carry the refuse off at a place that could cause no nuisance,,by emptying oyer the cliff into the sea. ' The proposal is to carry, a sunk drain pipe along each side of Egmont street, from' street; (Coach Factory) t6 a ; point opposite the; Cricket Ground ; then make a junction of the two, and continue one pipe along; •Egmont street South down 'the middle of the road to the cliff. The laying of this; pipe to the cliff could be combined with, the other work of road-making, and so; make, a levelled roadway of 15 feetvwidej to the north head.. The length of main .■road. from Taplin’s corner to the Cricket Ground would be formed and clayed the full width ; and. the middle track of 15 Teet would be , levelled (over the; sewer, pipe) from that point to the. head, A drain pipe down Bedford street would he; of little use at present, supposing the main-street drainage to he taken south-, ward tb the sea. The Engineer: fecorn-; mends,the other .plan, as preferable-., 7, : . Egmont street requires no alteration of grade from .Taplin’s earner to the /Goafclf Factory. ; The sinking of drain pipes l •under the gutters would require gratings; fbr drainage at several points, with facility for emptying the detritus washed , down with flood water, instead of allowing detritus to drift into; the pipes. : From the; Coach Factory to the Parsonage a dip in the grade would need raising ; and this . could be done by lowering the/ steep rjse beyond the Parsonage to fill up the dip, arid so make an easy grade. The formation of Bedford-street, to make a broad and easy approach from the bridge to the town, is the other principal work to be done out of loan. It is proposed to form the roadway a chain wide at top,' leaving the base to run out towards the section frontages. Footpaths will not be formed at present along the raised portion ' of the road. When building begins to progress along that street, it will be worth while to fill-in the footpaths;; but for some time there cannot .be a serious demand for footpaths where so much filling-in would have to be dope, before building, and it will probably be reasonably sufficient to make: a good; street one chain wide, this being rather broader than Egmont-street inowi is between.the kerbs. The Engineer’s plan shows Bedford-street in three, section lengths ; first, continuing the formation and footpaths to apointthree chains below Mr Odgers’s hotel; with the brow lowered to get an easy grade ; second section raised 1 and formed one chain! wide to-about Mr Mullen’s hotel ; third section continuing from the ; hotel to the,bridge the full • width,- with 'footbath formed 'p'n the hotel:side,;. The,street-will be,in,three grades: from York street along the flat, the; rise will be 1 in 46;; from the, flat to the present brow,-t in i 26 ,v andto • Taplirds ■ corner ’(lowering the brovy), -t in These will be ; easy grades, 'in ciimpanson with grades in other towns. formation, until one side of the street lias been levelled to the new grade, after which the street can be again used until the other.side is made to the same level.: A new lino of traffic will have to be provided ; and this is proposed to be done by ! making a workable track by diverting the line from Mr Mullen’s hotel to; a new street-line beyond Dale’s cottages, then up Cambridge street to,Gibson’s corner, and on to: Egmout ; street. . This;:track will' need levelling at various points, and; some metalling will be necessary to make it carry the heavy traffic in winter. This track is proposed to bg practicable; grade for the time levelling to: the. permanent grade ..-at r all points, but' cutting the rises sufficiently tb‘ make the line .practicable at present. / After this line has served its;,temporary purpose pf. diverting the main-road traffic, the lino will be .useful, for; driving, cattle without: passing through, the,,busiest part, and -will serve for some general traffic.

ORDER OF WORKS.

The first Woik will be forming a pass-! able, road for [diverting the traffic, .from 7 Bedford street; 2nd, forming the northeast side- of Bedford'street, .about 30 feet wide, using sand from the higher side, and, using the present metal ; 3rd, forming the south portion of Egmont street, to supply material for filling-in the other part of ! Bedford street. The,northern portion of Egmont street, beyond the Coach, Factory, can be done at any. time.. ,In fixing levels, it has been kept in view to make the cut-, tinge from one part serve as fillings for other parts. * ; ■ Other works not included in the loan scheme can be proceeded with, now that: permanent levels are taken. ’ " WA!TEEI! : StfpPliY.' A , ' ' ’ The ’ district has been prospected, and /the Engineer..is-, prepared to recommend two; sources .of water supply. One is a stream’which would give a fall of 200 feet in the mile, or three inches in the chain ; the supply being equal to/20 gallons a head per day for a populatiop/pf 4,000.
