County Parliaments.

Self-government lor counties is to be proposed in the British Parliament, a bill being already prepared by Mr Gladstone’s Government. The same idea was mooted when Mr Gladstone was in power eight years ago. The county is to be a unit of administration, with powers similar to those of corporate boroughs, but extended :to cover some of the smaller public works which now come before select committees in Parliament, The main duty of these county parliaments will be the maintenance of roads; and there will arise the burning question as to what extent of subsidy should be contributed from from the imperial to the county exchequer, in relief of local rates. The problem of county government in this colony is not yet solved. There is here the special duty of opening new lands. Councils and Road Boards should have distinctly different duties; and counties should have increased power for initiating district works. Some hints may aiso be obtained from the English billon-county government.
