REFORM IN PRANCE. Paris, 20th.—In the Chamber of Deputies last night a bill, introduced by Gambetta, providing for the revision of the constitution of the Senate, and re-arrangement of its electoral system and of its powers, came up for discussion. After debate it was decided that the measure should be referred to a committee. The committee elected proved to be composed of deputies who had pronounced themselves hostile to Gambetta’s measure of reform. Conspiracy in ISTepanl. London, 20th. —The Daily News publishes a telegram from India stating that a serious conspiracy had been discovered in the independent state of Nepaul. The Maharaja has caused eight of his notables to be arrested, and twenty-one of his officers who were proved to have taken part in the conspiracy have been summarily executed.
