LATE NEWS FROM EUROPE.

(Press Association Telegrams.') 1 —— B The following special despatches to Melbourne Argus are received per s.s. Arawata, at the Bluff, this day * , FOREIGN POLICY, i ’ London, 12th. Marquis of Salisbury delivered a speech at Newcastle last evening, in which, alluding to the Irish land legislation, he charged * Mr Gladstone with initiating a policy of • public plunder. Referring to the refusal 3 of the Boers to ratify 7 the Transvaal Con--1 vention, he asserted that the Government > had already 7 eaten dirt in vain once, and 3 he would be safe to predict that they 3 would be compelled to eat still more. MARRIAGE. | Sir Charles Gavan Duffy is engaged to be married to his cousin, Miss Hall. The marriage takes place next month. ’ AFGHAN AFFAIRS. Intelligence has been received from India that Ayoub Khan has abandoned the governorship of Herat, and again sought asylum in Persia. FRENCH REPUBLIC. M. Ferry, President of the Council? yesterday waited upon the President of the French Republic and handed in his resignation, which was accepted. M. Grevy at once sent for M. Gambetta, President of the expiring Chamber of Deputies, and . requested him to form an administration, and he is now engaged upon the task. AFFAIRS IN IRELAND. It is believed the Government, in pursuance of extraordinary powers granted by 7 Parliament, are contemplating the total suppression of the Irish Land League, on account of its persistent attempts to incite tenants to disobey the law, and its open advocacy 7 of agrarian violence and sedition. MORE ARRESTS. Dillon, member for Tipperary, and newly appointed President of the Irish National Land League, was again arrested by 7 Government and lodged in Kihnainham gaol. Mr Grey, member for Callow and proprietor of Freeman’s Journal, has also been arrested on account of his violent and inflammatory speeches. He was Lord Mayor of Dublin last year. The state of feeling in Dublin is very excited. Rioting has occurred there, but Government are adopting stringent measures to preserve peace. An attempt was made yesterday to bold a meeting at Limerick, to denounce the action of Government in reference to the Land League. The police suppressed the meeting. Riot was the result, and the disturbance became so serious that the military had to be called out, and they cleared streets with draw sabres. The County Council held a special meeting yesterday, and confirmed the provisional resolution to divide the County into two Ridings, giving 4 members to Otoia and 5 to Waverley. Mr Bridge spoke in favor of managing the County road through the Road Boards, if they be willing to accept the doty, which he seemed to doubt. Also. agreed to levy a County rate of 6d in the pound, yielding about £SOO. with perhaps a subsidy of equal amonnt from Government next year, the present subsidy beiiig.- 10s for every pound of income. A wanton act of malice occurred this morning. While the decorator at Mr Houguez’s new shop was absent a few minutes, some person stepped in and splashed red paint on the ceiling and wall, having stepped up a ladder to do it. Where parties have a difference, they should use only fair means to express any ill-will that may exist. This was clearly the act of a malicious person* whoever he may be. A reward is offered. Sir W. Fox went up the river yesterday to see the eel-weirs, and have a parley with Tanroa’s people. There is now no objection to the removal, and Tauroa gets his compensation in the additional reserves.
