BOERS DISSATISFIED. Capetown, 23. Telegrams are to hand from Pretoria announcing that a newly-elected Volksraad was opened to-day at that place. President Kruger, in his opening address, stated that the Boer Government, after due consideration, dissented from various portions of the convention agreed to Jast month between the English Commissioners and the Boer representatives, and he believed that the English Government would be compelled to agree to modifications of jthe convention in favour of the people in Transvaal. -
