Cherif Pasha, President of the Council of Ministers, has issued a manifesto setting forth programme of reforms proposed to be carried out in Egypt. The manifesto suggests that the present European control of Egyptian financial arrangements should be maintained. The Khedive has expressed approval. TRIPLE ALLIANCE. London,l4th. Russian and German official newspapers are almost unanimous in declaring that the meetings which took place last month at Gnstien, between the Emperors of Germany and Austria, and recently at Dantzic between the Czar and the Eniperor William tesiify fully to a reunion of the three Emperors.
