The second reading of the Surveyor's Institute Bill was read a second. time on Wednesday evening* Mr Tole fully ex-, plaining its (Objects’. Considerable discussion followed, and, Mr Rolleston was of opinion, the BiU .would fail to effect the ostensible objects, : and said the Government must retain in its hands the power to say whether surveyors .are.competent or not, ns the whole -cost under the Land Transfer Act fell on the Government. He admitted that the Government should .appoint ’a board of examiners above all suspicion of favoritisfri, 5 instead ‘bf Waving the matter to the chief surveyors. The Bill would deprive: a large number of good competent men of earning a living. It was not a measnre which, in its present shape deserved support. hj
