MR OLIVER AT DUNEDIN.
Mr Oliver in addressing Dunedin electors, claimed for himself and party the title of true Liberals, and pointed out that they bad carried through Liberal measures of which the others only insincerely talked. He advocated Hare’s system of representation, and expressed warm approval of Mr Hall’s proposed Upper House reform. He gave Mr Bryce credit for native reforms and averting war, which at one time appeared imminent. Had the mode of retrenchment been left to the Government they would have saved as much with less injury to service as the indiscriminate ten per cent, which the honse had insisted on. The reform he bad effected in railways had red need unprofitable train mileage by 17,000 miles a year. Ho had substituted one efficient commissioner and accountants departments lor two inefficient ones. He had introduced a system of promotion, and reduced the number of men employed and revised the tariffs. When he left he was considering the scheme of a General Railway Benefit Society, a system of colonial parcels delivery, and making enquiries about the American system of checking luggage, reducing passenger rates, and establishing a night train from Dunedin and Christchurch. His successor will now have to deal with
these matters. His retirement was entirely in consequence of the death of his business manager, making personal attention to private affairs necessary.
