Uouucil on tne Jtlarbor Jioaru. Last year 720 children under twelve years of age were sent to gaol in England. The offences were principally pulling a flower, or stealing a few apples, or turnips, or ears of corn, or the criminal has broken a window, or trampled on somebody’s grass, or done something for which a gentle thrashing would be an adequate punishment.
