BY ’FRISCO MAIL. Loudon despatches arc brought to NovemLer 20th, partly by cable. The rebellion in Griqualand East, where a magistrate and two subordinates were murdered about a month ago, lias been put down. The troops despatched by the Cape Government have defeated the chief Umhohlo and dispersed his followers. The speech delivered by the Marquis of Salisbury on the policy of the Government has excited much attention. The Fenian organisation is displaying great activity. It is now believed that the loss of life by the Soaham colliery explosion amounts to 108. as ISO bodies have boon recovered, and 32 are still missing. The American shipowners are agitating for protection, and at a convention at Boston a resolution has been passed demanding a bounty on American ships. It is said Her Majesty desires to personally invest Gcncial Sir Frederick Roberts with the Collar and Insignia of the Grand Cross of the Bath, and General Roberts will therefore bo summoned to Balmoral on bis arrival in England. The Board of Trade returns for September arc generally satisfactory, as showing the continuance of the revival of trade, although the changes are not so marked as in some previous months. A large woolen mill at Milbrook, near Staleybridge, belonging to Mr Robert Hyde, has been totally destroyed by fire. The damage amounts to £15,000 or £20,000. It is stated that there is a chance of a visit from an American team of cricketers next year, and that two gentlemen are about to go to the United States for the purpose of making the necessary arrangements. The British Government contemplate some change in the shipping laws. The Conservative Press and party generally expressgroat indignation at the inaction displayed by the Government in not taking measures to repress disturbances in Ireland, and to punish perpetrators of agrarian outrages.
