The Ministry proposed to reduce pensions by 10 per cent. It took some time for the combined talent of our Ministers to find out that they were attempting a breach of contract. They abandoned the project only when its illegality was made manifest. We do not think the Ministry ought to bo abused and called hard names for proposing to reduce pensions. They were simply guilty of not understanding the law, though it was to be expected that the moral aspect of the contract would be obvious even to Ministers. Our legislators, taking them as a body, arc grievously in need of political education. Their experience of politics has been so local that it has quite a parochial tinge.
