Irish Affairs have assumed so serious an aspect that the Chief Secretary fur Ireland, Mr W. E. Forster, an able and con' ciliatory Minister, has made an official visit to the Sister Isle. Ho now reports to the House of Commons, as the result of his inquiries, that Parliament will be called together if there appears an increased necessity for arming the Executive Government with arbitrary powers to deal with disaffection. He does not anticipate that this course will become necessary during the recess. Parliament will rise in a few days, and this statement was intended to be reassuring to the House, and a warning to the agitators.
