Afghan Troubles are again serious. Last night's cablegrams reportthe march of n rival claimant to attack the new Ameer at Candahar, and a British force has been despatched to support the chosen ruler. Candahar is the second principal city in Afghanistan, and is an important strategic position. Probably none of the new candidates for the Ameership is strong enough to hold the position without British support in the present divided state of that country. Those wild hill tribes cling to their tribal freedom with savage persistency. It is easier for Mr Gladstone to inaugurate a new policy in Upper India than to carry that policy to a successful issue. Only success can justify the dangerous experiment he is trying in that part of the Empire. We believe, from long observation, that these sudden reversals of foreign policy are essentially mischievous. A gradual change of system, if change there must be,' would be infinitely preferable to these showy transformation scenes in foreign policy. This is how a political party may carry its triumph too far, to the injury of vital interests.
