(Reuter's Special Despatches to the Mail.) TURKEY AND THE POWERS. London, loth. It is stated that Turkey will consider the decisions of the Berlin Conference as not binding on herself, because she is excluded from taking a part in the deliberations of the Conference. A general agreement among the members of the Conference is expected. MORE RUSSIAN AGRESSION. London, 16th. There is cobsiderable agitation in Turkestan, and the Russians are reported to be marching into Kashgar. POLITICS IN VICTORIA. Melbourne, 16th. In the Legislative Assembly to-night Sir John O’Shaunessy made another severe attack on the proposed reform of the Constitution, and spoke for two hours. Numerous meetings are being held throughout the colony in support of Mr Service’s Reform Bill.

POLITICS IN N.S. WALES. Sydney, 16th. The Colonial Treasurer introduced hi? Financial Statement in the Assembly night. He said that in consequence Parliament approving of only part of the proposals of last Budget, and, moreover, largely in consequence of decrease of revenue frern land sales, instead of surplus then expected, there was a deficit of £440,000. This is to be covered by export duty on wool, viz., greasy, |d; washed and scoured, 4d per pound ; on horses and cattle exported, 6d per head, and a royalty of 6d per per ton on output of coal. Government would re-introduce the Stamp Duties Bill, amended to accord with the views of the Council. The Treasurer estimates the revenue for the remainder of the year at £3,140,000, and expenditure at £2,800,000, and for next year he estimates the revenue at £5,230,000. Sydney, Friday. A bill to impose stamp duties has been read a second time in the Assembly, THE CRICKET TOUR. London, 16th. The Australians have won the match against 18 of north of Ireland, at Belfast, by nine wickets. This makes their eight victory, with one drawn in their favor and none lost. BRADLAUGH’S OATH. London, 16tb. A Select Committee of the House of Commons reccomraends that Bradlaugh, the Republican and Freethinker, be allowed to make affirmation in place of the customary oath.

Mr Service and Mr Berry have come to an understanding that the division on the Reform Bill shall bo taken on Thursday next. NEW SEASON TEAS. Hong Kong, 16th. The opening prices of China teas at Foochow is two taels above last year for finest ordinary ; other qualities have small sales only, and to effect these lower prices must be accepted. CONFERENCE OF POWERS. Berlin, 17th. The European Conference has commenced its sittings. Prince Hohenlohe has been elected President. Their proceedings are kept secret.
