TOWN BOARD.

The monthly meeting of the Carlyle Town Board was held onMonday night, being the final meeting of the existing board. Present, Messrs Milroy (in the chair), Adams,' Aitchison, and Howitt.

MB BOSS’S LEASE. Mr John Ross wrote declinging the offer of (he Board to relievo him of his lease of the Recreation Ground, allowing him £lB as compensation. He said the outlay for fencing and grassing alone was estimated at £IOO, and he could not accept the Board’s offer.

HOSPITAL NEW ROAD. The Chairman explained that the County Council had replied to the enquiry of the Board that they would object to a chain being made past the front of the Hospital. He added : Perhaps this Board would not be willing to take less than a chain for that road, and as the measurement shows the Hospital porch stands on the . chain, the Council declines to agree to that width; in fact almost to any width. Mr Howitt : Half a chain might be sufficient for all traffic through that ground. ThcChairman: It might beinjudiciousfor theßoard to open up half a chain road, when before many yearsit might be advantageous to the Education Board to allow half a chaid off their paddock, and cut it up into building sections, as the present lease will run out in a few years. Mr Adams : I suppose wc cannot do anything more at present.

Mr Aitchison : We have carried out the resolution as far as we can at present. It is a great pity there cannot be a road cut through that block. The subject dropped. FIRE INSPECTOR WANTED, Mr W. Dixon, Captain of the Fireßrigade, wrote requesting the board to appoint- a tiro inspector for the town of'Gariylc, because if a fire occurred and the captain considered it advisable to enter .-.on any ■property with his company for the benefit of the town, he would be held responsible to the owners for damage. It was agreed, on the motion of Mr Adams, to let the matter stand over for inquiry as to power and responsibility. TRANSFER OF LEASES. The lease of a section of land off Tara-naki-road, held by Mr Jacomb, was transferred by consent to E. 0. Horner. Also the lease of a section hold by F. Searling was transferred to G. Winnnal and M. O’Mara. WATER PIT IN BEDFORD STREET. A letter from the County Council was read, proposing to lay* a box culvert in Bedford-strcct to carry off the stagnant water from the hollow near the roadway, on condition that the Town Board agree to carry the water on so as to present any further lodgment. The Chairman : The best way would be to carry , the water on, after the County Council have made a culvert past the present pit, as that would be commencing a main drain towards the river. Mr Aitchison : The water would silt up on the sand just the same, because the surface water brings down a cement, which holds the water as completly as if the bottom wore clay. It would be well to raise means for borrowing a moderate sum of money. Could we not leave this question over till next meeting, and in the time ascertain on what terms a small loan could be nogociated. I would be totally against going into a large borrowing scheme this year.

PROPOSED LOAN. Mr Aitclrison moved “ That an answer to the County Council re storm water on Bedford-street bo delayed till next meeting of the Board, and in the interval the Chairman to ascertain it a small loan of say £SOO can be procured, and on what terms, so as to enable the Board to decide whether it shall undertake the continuation of Bedford-street drain and other needful works this year or not.” He said, our income this year will be too small for the requirements of the town, and wo need some little help. To borrow on a large scale this year would swallow all our income in interest. There are several important works, such as the draining and widening of Bedford-street, the improvement of Meredith-street, tree-planting on a small scale, and many other little works. Mr Adams: I disagree, because our income from.rents alone would enable us to borrow £5,000 ; so your argument as to our not being in a position to borrow falls to the ground. The motion was not seconded, and the subject dropped. CRICKET GROUND TENURE, The report of the Committee appointed to enquire into the tenure of this ground was read as follows: —“ After carefully inspecting the Board's minute book;and correspondence, your committee find that tho appointment of trustees for the Cricket and Athletic Sports Ground has never been confirmed by the Board ; and therefore the present ownership and management of said land, as conveyed by Crown grant rests solely with and in the Board. As regards' future management of said grant, your committee consider the present position unsatisfactory, and would recommend that the Government be asked to issue an order in Council, bringing the Cricket and Athletic Sports Ground under the Public Domains Act, 1860, and delegating to the members of the Carlyle Town Board and their successors all the powers therein set forth, and as provided by clause eleven of said Act. And would further recommend that block 45, known as Recreation Ground, be included in the same order.” The report was received. TREE PLANTING. The Committee appointed to report on the,desirability of planting tho Recreation Ground recommended the following : “1. That three members of the Board be a committee to be termed the Recreation Ground Improvements Committee, to hold office for twelve months, and to have full management during that period. 2. That the Board acquire from the present lessee, for tree-planting purposes, the strip of ground varying from one to two and a-half chains,in width on the town side of Recreation Ground, from the corner of Oxfordstreet to farthest corner of cricket ground, to include the piece of land on the town side of cricket-field. 3. That all available funds to the credit of Recreation Ground be utilised this season in tree-planting, and the formation of a small nursery for farther planting next year. 4. That if the Board adopt the above recommendations, immediate action should be taken to prepare the ground for the reception of trees. The report was received. WORKS REPORT. The monthly report of works stated that £2 2s had been expended in day labor, clearing water-tables, and weeding footpaths. The Works Committee recommend atemporary footpath to be formed on the south side of Victoria-street, coin-

mcncing at Taranaki-road, and running' westward as far as the bridge ; also, filling up the roadway in centre to the level of bridge, cleaning out the ditch on either side, and fix new planking on bridge. Also, that immediate steps be taken to put down wood channelling on east side of Bedford-strcct, as formerly authorised, but which was not proceeded with on account of financial difficulties. The Chairman said : As these are important works, it would be desirable to have a full meeting of the Board to consider them. ....... The works report was received, and The Chairman moved that a special meeting of the Board be called for Friday evening. Mr Adams seconded, and it was agreed to. • -- The statement of accounts for the month showed receipts from rents £sl los lOd. The expenditure had been £23 13s sd, and there remained a balance in hand (with previous sum) of £42 19s Id. ’ The Board adjourned. •••"’’ SPECIAL MEETING. A special meeting of the Board as newly constituted was held last night (Friday). \ .Mr Milroy was ro-appointed Chairman, by. unanimous vote. The Public Works Committee was appointed thus : Messrs Milro}', Aitchisou, Dixon, Sherwood, and Adams. The Board sat to a late hour, and oiir report of the business is reserved till next issue.
