An imperial Kussian Ukase decrees tne appointment of a Supreme Commission at St. Petersburg, for the preservation of order and social tranquility, under the direction of Mclikolf, whose power is absolutely unlimited. All military and civil authorities, all branches of the admiuistiation, are subordinate to him, and he has been authorised to adopt any measures he may consider desirable for the protection of order throughout the Empire, his orders to be unconditionally obeyed. The Pall Mall Gazelle considers the appointment of a Commission of this kind with so omnipotent a chief as equivalent to abdication of the Czar, and believes that Melikolfwill soon resign and be succeeded by the Czurowitch.
