A now Liberal Government is now certain to be formed in London. The Liberals have gained a clear majority in the elections, which are, not quite finished. Lord Derby will probably be Colonial Secretary, and Lord Granville Prime Minister. Mr. Gladstone is not expected to take office. Mr. Bright will also eschew office, his health being still weak. A change of foreign policy at ibis juncture is a perilous experiment, as most Colonial politicians will agree, even while welcoming the Liberal reaction.
