HOUSE OF REPRESENTATIVES WELLINGTON.

December 16. Property Tax Bill occupied greater portion of last night’s sitting. The second reading was strongly opposed, but was carried by 41 to 22. On committal of Bill, Mr Dick moved that the woul half-penny be substituted for penny, and the amendment was earned by 30 against 24. After a great deal discussion, it was moved that the amount be seven-eighths penny, which was carried by 39 to 24. Subsequently the Bill was recommitted, and the amount increased to a penny, that amount standing part of Bill. The House then went on with Estimates, and sat till half-past 3. The House met at 2.30 to-day. Bills reported from Upper House with amendments. Working Men’s Clubs Sites and Thames Harbor Board Bills agreed to. On the third reading of the Property Tax Bill, a division was called, which resulted as follows :—Ayes, 32 : Atkinson, Bain, Beetham, Bryce, Driver, Gibbs, Hall, Hirst, J. W. Hurst, Hursthouse, Ireland, Kelly, Mason, Masters, McDonald, McLean, Murray, Oliver, Pitt, Reeves, Richmond, Richardson, Rolleston, Saunders, Seymour, Shanks, Suidhohne, Trimble, Wakefield, Whitaker, Whyte, and Wright. Noes, 23 : Andrews, Barron, Bunny, Colbeck, De Lautour, J. B. Fisher, J. T. Fisher, George, Grey, Harris, Hutchinson, Lnndon, Macandrew, Montgomery, Reid, Seddon, Sheehan, Shepherd, Shrimski, Thomson, Tole, Turnbull, and Wallis.

Amendments by Council in Land Act were considered, and several agreed to. A committee was appointed lo draw up reasons for dissenting with others. Bpecial.Poweis and Contracts Bill further considered in Committee. Bill passed. The following Bills were committed, read a third time, and passed :—Electoral Acts Repeal Bill (No ?); Otago Roads Ordinance, 1871, Amendment Bill ; Harbors Act Amendment Bill.
