GENTLEMEN, —After carefully considering the. very exceptional circumstances in which we. are placed, and consulting with friends in all parts ol the district, I have come to the conclusion that it is not desirable to address yon upon the general policy and administration of the Government at the present time. It, however, I have misinterprete your wishes in this respect, I need hardly say that upon receiving a notification of the fact, cither by requisition or deputation, I shall at once call meetings of ray constituents, and address you as usual. I am very carefully watching the course of events, and, should occasion arise, I shall not fail immediately to ask you to meet and take such action as we might deem necessary. Parliament, however, will now be sitting in a few days, and I trust and believe that the House will take effectual and speedy steps to remedy the great evils under which we have been suffering for some time past.
