There has been no obnoxious exercise of the civil power, but a certain amount of firmness has been exhibited that kept down any attempts at coercion.” The New Zealander , in discussing the Chinese question, says, “It is in the direction of the alteration of treaties, we shall have to look for support in keeping out the Mongolian floods.”
