LONDON
November 15. The O.ar has formally announced to the British Government that he intends fiddling the treaty of Berlin, and that lie had directed the Imperial Officials accordingly. A Berlhi telegram says that Germany has decided to occupy the whole of the Samoan Group of Islands. Salisbury has informed Spain that England is prepared to revise the wine duties. CONSTANTINOPLE. November 12. Turkey is appointing delegates to rectify the Greek frontier. The Sultan is sending an envoy to Cabul desiring the Ameer to submit to England. SYDNEY. November 14. The latest New Caledonian news (Nov. 7th), says that a number of successful attacks were reported to have been made against' the insurgents, by the troops and friendly natives. Over one hundred rebels were stated to have- been killed and wounded. No casualty to the whites is reported.
