LEGISLATIVE COUNCIL WELLINGTON.
October 11. The Electoral Bill was postponed in the Legislative Connell last night in consequence of a question raised whether exceptional legislation in respect of the Maori franchise is not Constitution Act. In the Municipal Amendment Bill, the minimum width of private streets was fixed at forty feet. HOUSE OE REPRESENTATIVES. Last night the following Bills passed— Repeals, Friendly Societies, Otago and Southland Education Reserves, Public Reserves. Sale of Dangerous Goods Amendment, Disqualification (No. 2), and Thames Harbor Board. The second reading of the Public Libi aides and Institutes Bill was postponed, in consequence of the Speaker ruling that the Upper House had exceeded its privileges in dealing with the appropriation clauses. The following Bills were read a second time —Otago School Commissioners Empowering, Debtors and Creditors, Special Power and Contracts Bill, District Railways Act Amendment, and Otago University Amendment. On the second reading of the Joint Stock Companies Act, in Committee, Mr Pyke took exception to powers which would enable religious and other bodies to go even into gold mining speculation, and the Bill was shelved by 25 to 16 votes. On the second reading of the Juries Act Amen 1ment, Mr Stout promised to consider the expediency of abolishing the grand jury system and render special jurors liable to serve on common juries. The. following {fills were withdrawn— Local Judicature, Executive Councillor and Licensing Bill. Mr Stout said Government would prepare a Licensing Bill for next session, and that they intended to proceed whii lie* Native Laud Bill, also a Bill to regulate the sale of alcohol in Native districts. The House adjourned at one o’clock. The House met this afternoon. Save a' n itices of Hospital E;i low.mut Bill were given. The Whanganui and Wlnngaroi High School Bißs were ordered to be committed on Wednesday. Air Sheehan to give no!ice of a Bill to amend the Native Laud Purchase Act. In reply to Mr Carrington, as to the intentions of Government in respect of Mining Reserves for Hospital and Charitable Institutions, Mr Stoat s fid the question would be raised in the debate on Bills to be introduced. In reply to Mr Fcldwick, the Minister of Public Works said Engines and RollingStock wore ordered from America on the recommendation of Mr Carruthers, as being found suitable for some parts of the colony. On motion for going into Committee to grant leave to J. C. Brown to introduce the Taupeka Hospital Endowment Bill, a long and important discussion arose, which continued until 5.30, the hour to ad journ. The Bill was finally shelved by 40 to 27 votes.
