PATEA COUNTY COUNCIL.
The monthly meeting of the above Council was held in the Council Chambers, on Wednesday last. Present : Messrs Bridge (in the chair), Livingstone, Sherwood, Davidson, Milne, Honeyfield and Kells. Notification of Mr R. Wilson being elected member for Hawera Riding being read, that gentleman was introduced to the Council by Mr Davidson. Minutes of ordinary and two’ special meetings were read and confirmed. Correspondence read.
Proceeds from sale of land at Wakamara not having been received by the Council it was resolved on motion of Mr Sherwood, seconded by Mr Davidson, that consideration of letter from Patea West Road Board should stand over until next meeting. Abstract of accounts for May being read it was resolved that the same should be received. Abstract showed—Receipts—auctioneers’ licenses, £2OO ; dogs, £l3 6s ; rates, £3 10s 3d ; subsidy to hospital, £2lO 7 s ; repayment from Government, £sl 3s 6d ; repayment of expenses, 9s. Expenditure—Public Works, £9B 8s 8d ; general, £26 11s 8d ; Hospital, £27 !8s 4d. Accounts were passed for payment. The report of Foreman of Works was read and received—and stated that main read was in fair order. Since late rains road between Waverley and Waitotara had been much cut up by heavy traffic, and until broad tires were adopted the road would prove expensive. Contract No. 1, Mountain Road, was satisfactorily completed last month. Contracts 2 and 3 were progressing fairly though the late rain has somewhat retarded the work. After some discussion and submission of propositions as to County Conference the following moved by Mr Sherwood, seconded by Mr Livingstone, was carried on division, Mr Kells only being with the noes —“ That this Council approves of a County.conference to take place in Wellington on the 21st July.” Moved by Mr Sherwood, and seconded by Mr Honeyfield, “ That this Council ask the Chairman to attend the conference of County Councils and represent this Council thereat.” An adjournment took place during the discussion, which was resumed on the Council reassembling, and the motion was carried.
On motion of Mr Sherwood, seconded by Mr Milne, it. was resolved, That the Chairman present to .next meeting suggestions as to matters to be laid before the conference.
On motion of Mr Davidson, seconded by Mr Milne, the Chairman was requested to inform the Westland County Council that a representative from Patea Council had
been appointed to attend conference at Wellington. In reference to letter from Wairarapa East Council as to raising loans it was resolved on motion by Mr Slierwood, seconded by Mr Davidson, that reply should be sent stating that the question should receive consideration.
Moved by Mr Sherwood, seconded by Mr Kells, and resolved, “That this Council desires to thank the Chairman of the Tuapeka Council for the- suggestion contained in his letter re vesting reserves in County Councils, but cannot agree with the proposition as suggested.”
Mr Dale took his seat at 3 p.m. Proposition to defer consideration of request for the Council to pay expenses of delegates from Waverley to Government as to railway, was lost, and the following proposition by Mr Livingstone, seconded by M r Davidson, was carried on division—- “ That this Council cannot devote any money towards defraj'ing expenses of delegates which may be appointed by any centre of population, within this County, for the purpose of proceeding to Wellington to interview the Government re railway extension.” Ayes Kells, Livingstone, Davidson, Dale, Wilson, Bridge. Noes— Honeyfield, Sherwood, Milne. An amendment by Messrs Sherwood and Milne to introduce after the word “ population,” “ until notice is given to the Council of the person or persons proposed to be sent,” was lost on division.
On motion of Mr Sherwood, seconded by Mr Livingstone, it was resolved, “ That the powers of “ The Wellington Highway Act, 1.874,’ in respect of the ‘ width of tires’ be brought into force in that part of this County within the Wellington Provincial District.” It was agreed that notice to that effect should be advertised.
On motion of Mr Bridge, seconded by Mr Livingstone, it was resolved, “ That this Council adopt the road from Hawera through Normanby, thence by Ketemarae Road to Blake’s Line, thence by Blake’s line to the County boundary, as the Mountain Road.”
Motion by Mr Milne and Mr Kells to appoint Deputy Registrar at Waverley and Waitotara was withdrawn by leave. A committee to open and accept tenders on 17th June was appointed as follows — Messrs Slierwood, Honeyfield, Dale, and Bridge. Two motions —one to refund over-charge made in rating on Mr Taplin’s property, and other to the effect that Council had no power to alter Rate Roll after it had been signed by the Judge of Assessment Court, were both lost on division.
Messrs Taplin and Williams attended as a deputation from the Carlyle Town Board to confer with the Council about main road.
Proposed by Mr Dale, seconded by Mr Milne, and resolved, “ That a cpmmittee of this Council be appointed to confer with a committee appointed by the Cailyle Town Board, with a view to arrange ' for the maintenance of the county road through the Township of Carlyle.” Proposed by Mr Sherwood, seconded by Mr Davidson, and resolved, “ That the committee consist of Messrs Kells, Honeyfield, Dale, and the mover, three to form a quorum, and to report at next meeting.” On motion of Mr Livingstone, seconded by Mr Davidson, it was resolved, “ That the 14th instant be a public holiday within the County of Patea, on the occasion of the I-nyiiif)- nf tho ITouvulntion stone nC the Patea Breakwater.”
Proposed by Mr Davidson, seconded by Mr Livingstone, and resolved, “ That this Council ask the General Government to hand over one acre of land, being portion of section 19 in the Township of Hawera, to this Council for county purposes.” Proposed by Mr Livingstone, seconded by Mr Wilson, and carried on division, “ That in the event of their being - a deficiency of not more than £2OO to complete any contract upon the Mountain Road, the committee be authorised to make that expenditure.” Ayes —Kells, Honeyfield, Livingstone, Davidson, Milne, Dale, and Wilson. Noes —Sherwood, Bridge.
Proposed by Mr Sherwood, seconded by Mr Milne, and resolved as amendment “ That no portion of the ordinary funds of the county be expended on the Mountain Hoad.” Amendment by Mr Dale and Mr Davidson “ except that, should the committee appointed to open tenders for Mountain Road contracts have to comply with the previous resolution of the Council, that the amount bo considered as an advance to the General .Government/’
Tire Council adjourned to 7 p.m., and on reassembling went into committee to consider tenders. On resuming the report of the committee was presented and read. Proposed by Mr Dale, seconded by Mr Milne, and withdrawn by leave, “That the time for receiving tenders for contract No. 7, Mountain Road, be extended until the 17th instant, and the other portion of the committee report be adopted,” Amendment moved by Mr Sherwood, seconded by Mr Kells, was lost on division as follows — “ That the acceptance of tenders beheld over until an estimate of the cost of contracts 4, 5, 6, and 7, in each case, be furnished for the information of the Council.” Ayes—Kells. Through error Sherwood voted with the noes, and was claimed with the other voters for no. Estimates being afterwards furnished, the tenders were considered, the time for receiving contract? extended, and other portion of report adopted. Tenders for contracts, Mountain Road, were received as follows : No. 4 contract —Manning and Hughes, £133 12s, accepted ; J. Bremer £289, J. Maher £2 Is 6d per chain, A.Gibson £204, declined.
No. 5 contract—Manning and Hughes, £399, accepted; J. Bremer £499, J. O’Sullivan £6lO, J. Twigg £483, J. Stevenson £452 15s, declined. No. 6 contract —J. O’Sullivan, £132, accepted ; J. Treweek and Gibson £420, J. Bremer £412, Manning and Hughes £265; J. Twigg £270 13s 4d, W. Aikman £249 10s, declined. Tenders for supplies hospital and destitute wfere received from J. Gibson and S. Taplin—the latter being accepted. Motbn of which notice had been given by Mr Kells was moved, seconded by Mr Wilson, and lost, “ That the resolution requiring deposit from intending contractors be rescinded, and that no deport, bo required from intending' contractors except by direction of the Council.” Amendment moved by Mr Davidson, seconded by Mr Milne, was carried, “ That the resolution requiring deposits along with tenders be adhered to.” The Council adjourned.
