PARLIAMENTARY.
HOU.SE OF HE I'JIE 813XTATI YE 8. WELLINGTON. December 4. In the House last nigbt Kir G. Grey moved the second reading of the Financial Arrangements Bill, and explained its operation to bo to equalise expenditure and income as far as possible by making the Laud Fund colonial revenue. He said there would be a deficit of of £138,000.
Major Atkinson demanded from Government a clear, plain balance sheet for next six months. He contended there was really a deficit of £318,000, and no means whatever were proposed for meeting it. Supplementary estimates and provincial liabilities would actually increase the deficit to £BOO,OOO. After considerable discussion the Bill was ordered to be read a second time by 41 to 13. The House rose 1.35 p.m.
COUNTY COUNCIL. Tun following Notices of Motion were handl'd to the Chairman at last Wednesdays’ meeting of the County Council; Mr Kenan to move, “That the Foreman of Works be instructed to remove the loose stones from off those portions of the main road which are not to be remetalled, such stones to bo broken and used for repairs during the ensuing season.” Mr Kenali to move, “ That the salary of the Chairman of this Council, for the ensuing year bo £BO (eighty pounds). Mr Livingstone to move, “That the Chairman apply to the Government requesting- that the reserve upon which the building now known as the Wavcrlcy Town llall stands, bo vested in the County Council.” Mr Davidson to move, “ That a certain portion of the County rates, received from the town of Ilawura, be expended in improving the main line of road passing through tiic town of Hawera.” Mr Sherwood to move, That resolution passed by the Council on Ist May ordering the clerk to transmit to the Foreman of Works and other officers employed, copies of resolutions referring to work to be done, be rescinded.
CARLYLE TOWN BOARD. A meeting of the above Board was hold on Monday evening, in the Count}' Council Buildings. Present Messrs Sherwood (chairman), Adams, Aitcliisou, Williams. Coutts, Milroy, and Taplin. Mi notes of previous general meeting were read, amended, and confirmed ; minutes of special and committee meetings were also read and confirmed. Correspondence—From G. D. Hamcrton, acknowledging receipt of deeds ; from W. Treweek, Hawera, referring Board to Richards for rates on section Treweek and Richards; from 11. L}'ons, Marten, enclosing amount of iates ; from Colonial Treasurer, enclosing voucher for £l9 9s 4d, being first instalment of suhsid}' ; from Colonial Sccrctaiy, acknowledging information that D. Coutts was elected to the Board ; from V/. B. Rhodes, Wellington, asking particulars of rates ; from G. F. Sherwood and J. Milroy, requesting clerk to call special meeting for Frida}', 30th November ; telegram from S. FRzherbert, Wanganui, stating that ho would appear for Town Board on 4th December ; from M. Carey, asking permission to fence

Proposed by W. Williams, seconded by John Milroy, and carried—“ That the bridge in Uullianks Road be widened, and that'" s vails bo placed on the sides.” —An amendment, moved by it. A. Adams and seconded by S. Tap I in, That consideration of the matter be deferred for one month, lapsed. Proposed by John Milroy, seconded by W. Williams, and carried—“ That the working committee, with Mr Fraser (tiio surveyor), interview Captain Wray, in reference to the taking of an open drain through ills property, and report on the same at the next meeting of the Board.” .Report of committee (Messrs Sherwood and Taplin) appointed to examine into the accounts of the reserves, was read and adopted. The report stated that the accounts had lately been correct. Sug-
gcslions were made as to how reserve account should be kept in future. Total amount duo on reserves was £lO Gs Td. It was suggested that a separate reserves account he kept at the Bank. In the Cemetery account, there were some outstanding items which the committee considered should he recovered. It was suggested that a scale of charges should be adopted, and arrears recovered ; that a Cemetery Register should bo opened, and that a general system of management should be established. The committee considered the matter of such importance, as to warrant the appointing of a separate committee.
The working' committee (Messrs Contts, Williams, and Milroy) reported £2 l‘Js Gd spent in cutting thistles in various parts of the town, clearing out ditches and water tables, Ac. ; also recommended widening of. bridge leading to the Pound, and the erection of hand rails ; also, the opening of drain from Unihanks Road to the Lake, in the Recreation Ground, to carry off stagnant water. Proposed by G. F. Sherwood, seconded by D. Contts, and carried—“ That a committee consisting of the following members bo appointed —namely, Messrs Williams, Taplin, and the mover —to report on the best system of conducting the Cemetery. Committee to report at next meeting.”
A motion, of which notice had been given, was moved by J. Milroy—That mover of resolution may address the meeting before waiting for a seconder. Seconded by G. F. Sherwood, and carried. Proposed' by W. Williams, seconded by S. Tapb'n, ami lost on division— 1 “ That the sum of £lO bo granted to the trustees of the Cricket Ground, to enable them to pay same as their outstanding liabilities.” Ayes ‘J, noes 5. W. Williams handed in Ids resignation as a member of the Patea Cricket Trust.
Pioposcd by W. Aitchisnn, seconded by D. Coiitts, and carried on division—“ That S. Tapbn’s application re one of Ids leases, cannot be entertained.” Ayes 4, noesJ. Proposed by C . F. Sherwood, seconded by W. Williams, and carried—“ That all works exceeding £2O in amount bo let by tender.”
Statement of receipts and expenditure for November was read, showing—receipts £lO3 17s 3d, expenditure £4O HD 7d ; leaving a balance in band of £O2 17s Sd. The meeting then adjourned.
PATEA EDUCATION BOAR]). A liKKTixi; of the above Hoard was bold in the office of: the Secretary (Ah' W. Coweru) on Friday last, the 30th November. Present : Messrs Aliddlcmas (in the chair}, Contts, Dale, Peacock, Alcßac, and Aliiroy. Minutes of previous meeting read and confirmed. Proposed by Air Dale, seconded by Mr Coutts, and carried, “That any person or public body taking gravel off the Education Reserves be charged two-pence per yard for the same.” Proposed by Air Coutts, seconded by Air Alclhie, and canied, “That Air Dyer be
paid allowances for teaching pupil teacher as allowed by the Hoard.”
Proposed by Air Aliddlemas, seconded by Mr Peacock, and carried, “ That the Secretary be authorised to procure globes, diagrams, and other articles applied for by the teachers and recommended by Air Loo.”
Proposed by Air Contts, seconded by Mr Aliiroy, and carried, “ That Air Leo’s application for extension of holiday at Christmas for one week be refused.
Proposed by Air Alcßac, seconded by Air Peacock, and carried, “That the trapeze and horizontal bars as shown on plan submitted bo erected at each of the schools under the control of the Board, Also swings for the girls.” Proposed by Air Dale, seconded by Air AlcPae, and carried, “That tenders bo called for erecting bars, &c., as specified in previous resolution, at the different schools. Tenders to state price for each school or in one lot.”
Proposed by Mr Mediae, seconded by -Mr Dale, and carried, “That the improved plan of Mr Lee as shown by Messrs llolthan and Warren, of the additions to Carlyle school, with tender for cost, as improved namely £2OB, be accepted, and that the Secretary enter into an agreement with them to that effect.”
The Board adjourned for half-an-hour. Proposed by Mr Milroy, seconded by Mr Peacock, and carried, “ That Mr Lee’s plait of addition to Hawcra school be adopted subject to certain modifications agreed upon.” Proposed by Mr Milroy, seconded by Mr Peacock, and carried, “ That the Secretary privately open all tenders received for Hawera school extension, and return them to their respective owners calling their attention to the alteration in plan of proposed new addition and invite them to tender afresh.” Tenders from E. Collin for fencing at £1 11s Gd per chain and gate at £8 were acacepted.
It was agreed that fees in certain cases be struck off tbo list as unrecoverable.
Accounts wore presented and passed for payment. Tenders were ordered to bo called for desks.
The meeting was adjourned until Saturday, 29th December.
Minutes of previous meeting read and continued.
Correspondence—Letter from Treasury, New Plymouth, enclosing- Bank draft for £BO Os Id being balance duo to the Board on account of rates collected. A statement of the accounts was enclosed showing cash forwarded £BO (is Id ; costs Court case, £1 3s 6d; unpaid rates, £d. Is Hd ; total rates, £B3 U)s B^l.—Letter from Major Brown (Civil Commissioner) as to natives objecting to formation of road, and promising attention on arrival in the district. The Secretary was instructed to write to ilr Fookcs rc rates 1870-77.
Proposcd by Mr Derrett, seconded by ]\[r Riddell, and carried; “That the Rutahi road question be left with tin; Chairman and the mover to arrange with Major Brown, and if favorably arranged, to instruct- the contractor to proceed to work at once.”
