[Reuter’s Telegrams to Press Agency.] — BOMBAY. The Czar, Archduke Nicholas, and Prince Charles of Romnania, are with the RussoRoumanian army, attacking Plevna. The Russian head quarters are now at Kedcnitze, between Bnlgarini and Porodin. There is no news from Mehemet and Sulieman.
