Bismarck, after a short leave, returned from Berlin, where he had a conference with the Emperor. The German official journals have assumed a friendly tone towards the new French Ministry. Diplomatic relations between Germany and Italy are very intimate. Softas making a demonstration at Constantinople, demanding ministerial modifications.
Constantinople is placed in a state of siege.
The Russian troops in Roumania arc moving westward, towards Servia. Eighty five thousand troops are concentrated in the upper and middle portions of Roumania. The Danube will still probably be impassable before the middle of June, owing to recent heavy rains. Tire Frisco mails were delivered on Monday. Late Indian papers brought by the Suez mail state that Colonel Valentine Baker is on the stall of the Turkish Commander-in-Chief, on the Danube. Turkey has called upon Roumania to act with the Porte. The question lias been referred by Prince Charles to the Roumanian Chamber of Deputies, who replied that the Roumanian Government, having unsuccessfully endeavoured to induce the Porte and other great powers to recognise the neutrality of Roumania, a convention had been entered into with Russia. The Sultan has issued an address to the Turkish army, saying he will defend the integrity and independence of the Empire to his uttermost, and if necessary he will himself take a sacred banner and lead his army. The Khedive, complying with a request of the Porte, has promised to send the Egyptian contingent under the command of Prince Hussein Pasha, his third son, to assist Turkey, but cannot aid with the revenue which he has pledged to foreign bondholders. A largo number of Egyptian troops are already on the Danube. May 30. GorschakofTs accompanying the Czar to Ployestie has given rise to many rumours. A semi-official organ in Berlin lays stress on the necessity of the neutrality of Germany and exhorts Germany to secure the peace of Europe. Le Nord is anxious to assure England that Russia will neither assail nor interfere with British interests. The report of the recapture Ardahan has not been confirmed. A continuous cannonade is going on at Widdin and Kalafat. Russian troops have evacuated the trans-caucasus province of Abissia. The winner of the Derby is Silvio, with Glenorthen, second, and Rob Roy third. SYDNEY. May 31. J. C. Francis has declined the honor of knighthood. A draught horse valued at two thotisand guineas, arrived per Northumberland. SINGAPORE. May 81. Russian Ambassadors from Berlin, Vienna, and London, have gone to St. Petersburg. A German squadron has gone to the Levant.
