On the otlc-r hand, the writer, who is an officer of the Royal navy, testifies to the; hrnla! treatment ot merchant seaman, On one occasion he saw a smart young fellow scolded by the mate, a lad of twenty-throe, because lie was too slow in rolling up a sail which had just been shifted. The sailor answered the mate, who at once struck him across the mouth with an iron b.‘laying pin, knocking out two teeth. There was a short scufile, and in a few moments tin; man was triced up, his Icet on a spare spar, his thumbs lashed to the main shrouds, and ho was flogged -with the end of a topsail brace.
