SINGAPORE. October 13. The Czar of Russia lias written a letter to the Emperor of Austria, anil it is reported that he proposes Russian occupation of Bulgaria, Austria to occupy Bosnia and Herzegovina. The fleets of Russia and Austria are watching the Bosphorous. The Russian ambassador at Paris baa stated that the Czar is in favor of peace, and that Russia will only interfere with the consent of the Great Powers, after a conference shall have been held. • General Ignatiff has returned to his post in TurkeyThe Porte refuses to grant an autonomy of the provinces, but promises great reforms while they remain a portion of the Turkish Empire. The Porte also purposes to create a National Congress, to be composed of one hundred and ten members, Mussulmen and Christians, partly elective, for the purpose of executing the reforms suggested. A circular officiall issued by Russia, invites other Powers to join her in imposing on Turkey her assent to a further armistice between the latter Power and the belligerent provinces.
