CHINESE RAILWAYS

LONDON, September 6. The special correspondent of The Times in the Far Eart states that Germany, by means of railway agreements, now holds the key of the whole position in the heart of the Yang-tee Valley. The Times, commenting on the message, states that Great Britain's fundamental mistake has lain in assuming that in handling questions involving national rights these could be safely committed to the discretion of the financiers. America's success has been due to avoiding this. The interests of Great Britain and America are not antagonistic, and the present position will probably cause them to cooperate with a view to placing restrainte on Chinese borrowing progeasitiw.
