! FEDERAL PARLIAMENT. MELBOURNE, September 2. The House agreed to the postponement of the Budget debate to enable the Estimates to be put through. Mr Deakin promised to give full opportunity for the discussion of the financial as well as the practical side of the new naval proposals. The PosteiasteT-general states, that there • will be no delay, as soon as funds are available, in installing a system of wireless telegraphy. \ September 4. I Mr Deakin was blocked in firs attempt to introduce a bill dealing with the 'finaficial relations of the States and Commonwealth. Slow progress only is being made with^ the Estimates, the Opposition indulging in stonewalling. The debate and the Houses have adjourned till Tuesday. I
