Mr Arthur Lynch, an ex-Boer officer, j has been returned unopposed for West j Clare, in place of Mi J. Halpin, deceased.

J In reply to Lord Lansdowne's protest that the congested programme in the ! House of Commons was curtailing the House of Lords' opportunity for adequately discussing important measures, [Lord Crewe foreshadowed a leasonable , margin for steady work in the Upper House after the middle of September. September 2. During the debate on Mr Redmond's ' motion Mr Herbert Samuel (Chancellor cf tho Duchy) accused Mr Balfour of using i grossly exaggei'ated language, adding that after all, the representatives of a people were not to be treated as though they were of no account. j Mr Austen Chamberlain : "It come? to this : there are 80 votes which the Government cannot afford to lo^e." The amendment was negatived by 250 k> .62.
