HOUSING AND TOWN-PLANNING. LONDON, August 31.
Tho Housing and Town Planning Bill is passing through the committee stages in the House of Commons under the application of the guillotine. Numerous pretests have been made from the Conservative benches. Sir F. Banbury described the measure as conferring arbitrary and far-reaching powers oji Mr John Burns, who is made a sort of Julius Caesar. Mr Burns replied that the bill placed | the iural district councils on an equality I with the urban councils.
