LONDON, August 25. A return of the naval expenditure of the principal Powers shows that, while Britain's total is £35,000,000 as compared with Germany's £19,500,000 and the United States' £28,750,000, the amount voted for new construction in Germany — namely, £10,751,000^ — exceeds that of Britain by £500,000; while America's amount is £10,015,000. i
