LONDON, August 17. | Mr Winston Churchill, in an interview, explained that his insurance against un- , employment scheme, which, he and Mr j Lloyd-George had matured, would be both j compulsory and contributory. It was , divided into different sections for differ- 1 ent trades. The weekly contributions < would be 2£d each from fche worker and | the employer and the State. .The employer's duty would be- to deduct the ' worker's contribution froiff" his wages, j The scheme, would be for regular and com.petent workers only. . Habitual idlers! must- go to the Distress Committees or : . receive Poor Law relief, when the assistance would be less than the .trade union relief. The annual cost to the Treasury ! would be a million and- a-half. The insurance would be first applied to the building, engineering, shipbuilding, construction works, and " vehicle-making trades. I
