IMPENDING BYE-ELECTION
LONDON, August 15.
Dr Arthur Evans, a tariff reformer and distinguished archaeologist, has agreed to oppose Lord Hugh Cecil, who has promised to stand for Oxford University upon Mr J. C. Talbot's impending resignation.
