m LONDON, August 13. The South African delegates" have finally selected the single transferable vote system for the election of senators in the Union Parliament and members of the Provincial Councils. It was stated in connection with the Defence Conference that the South African Union had ' assumed a- liability of £85,000, representing navy contributions by Capa .Colony and Natal.
