NEW YORK, March 4. The United States Government has presented a note to Venezuela insisting that the claims of Ameiieau citizena who have suffered injustice in Venezuela shall be submitted to arbitration. Venezuela ha 6 refused America's request to arbitrate her claims. A deadlock has ensued.
