The 7 Peking Government is discussing the question with the Japanese Legation. LONDON, February 27. Sir Edward Grey has intimated that Britain recognises the validity of China* clear undertaking not to construct a railway competing with the South, Manchurian line. v SYDNEY, February 29. Mr Ling, a prominent Chinese student, who is visiting Australia to inquire into the condition of the Chinese, said that the Chinese nation was awakening and taking into account all little details in dealing with foreign nations. Japan declares that she intends to hold China to her pledge not to construct a railway parallel with or a branch line likely to affect traffic on 4 the South Manchurian railway. The latter would lose half, its traffic if the Fa-ku-n^en line were constructed. The question does not affect the open door policy, which Japan is actively engaged in executing. March 2. Japan insists that China must release the steamer which was seized off Macao early in February and also apologise. China wishes to have the matter referred to a mixed court. n _ Japan has ordered the cruiser Edzumi to proceed to Hongkong, but she declares that this action is not intended as a menace. __________ !
