GERMANISING POLAND RESTRICTIONS REJECTED.
BERLIN, February 28. The Upper House of the Prussian Diet, by 143 to 111, rejected the restrictions introduced by its committee in the Polish Expropriation Bill/ which has now finally passed v r ith a few unessential changes emanating from the Lower Hou6e.
Prince Bulow urged thait the only" alternative's were the abandonment of Bismarck's PolLsh policy or to adopt the bill, which was consistent with that policy and less cruel than half-measure.*.
