Dr Rutherford moved that the present condition in India demanded the Government's serious attention. He- said that the Government's proposals were inadequate to allay the discontenlt existing
and comprehensive reforms were required. Mr Moxley (Secretary for India) ridiculed such confident judgments aider six weeks' tour in India. India's condition , showed that an. enormous and extraordinary improvement had been effected since <the Government entered office. The amendment was withdrawn. i The newspapers commend Mr Morley's broad and sympathetic policy.
