Prince yon Billow's statement in the ' Prussian Diet regarding universal suffrage f has greatly offended the Radicals in the j Reichstag, thus imperilling the preserva- r -tdon of the " Bloc " (Ministerial following). Speaking in the Diet, Prince yon Bulow absolutely refused to grant Prussia univer- i sal suffrage and the secret ballot.
